What is the Canada-Ontario Job Grant program (COJG)?

The federal government and the Ontario provincial government have partnered in a program to help employers train their workforce. This program — Canada-Ontario Job Grant (COJG) — provides eligible organizations with direct financial support when training is offered by an external consultant/third party provider… such as Ontario Training Network.

Who is eligible to apply for the COJG?

Small, medium, and large businesses with a plan to deliver short-term training to existing and new employees.

Not-for-profit sector employers, First Nations band councils and organizations acting on behalf of employers (including union training halls, industry associations, training coordinators and other employer consortiums that meet the requirements below) are also eligible to apply for the grant.

Your organization may be eligible, if it is

  • Licensed to operate in Ontario
  • Requesting training related to a job in Ontario
  • Compliant with all applicable federal and provincial human rights legislation, regulations, and any other relevant standards

Organization not eligible, if they are

  • A federal, provincial, or municipal government or agency
  • Designated broader public sector organization, as defined by the Broader Public Sector Accountability Act (e.g., a school board, university, college or hospital)
  • In receipt of other government funds related to the same skills training for the same individual
  • Using training participants to displace existing staff or replace staff on lay off

Note: Funding is not guaranteed for all organizations that meet basic requirements. The Ministry of Training, Colleges and Universities and/or service provider will assess your application according to their budget availability and your program’s strategic priorities.

How does the COJG program work?

The program is a cost-sharing agreement between individual employers and the government.

  • Government covers 2/3 of direct training costs, up to $10,000 per employee.
  • Employers pay 1/3 of the direct training costs.

Note: Small or medium-sized organizations (under 50 employees) have the option of contributing 50% of their required 1/3 contribution through wages.

Which employees can you consider for COJG-funded training?

You can choose any employee to be part of the program as long as he or she meets the following criteria.

They must be:

  • A resident of Ontario
  • Either a Canadian citizen, permanent resident, or protected person
  • Able to benefit from the training
  • Not currently receiving funding for tuition, books or other related training costs for education, training, or any other government training initiative

What training programs fall under the COJG?

Any training that you can identify as meeting the training needs of your employees falls under the Grant. Training must be delivered with the year and must be provided by a third-party provider.

Can an organization apply more than once for additional/concurrent funding?

Yes.

Is the Ontario Training Network a third-party provider?

Yes. Ontario Training Network is a third-party provider and its workshops are eligible for funding – if they are identified as meeting your organization’s specific needs.

We are happy to assist you in working with the COJG program. However, you must make the application yourself.

How is the program implemented?

The program is delivered in two streams:

  • Training requests for up to 25 participants (also called “25 and under”)
  • Training requests for more than 25 participants (also called “over 25”)

For training requests involving 25 or fewer participants, employers submit the application to a COJG service provider.

For training requests involving more than 25 participants, applications are submitted to Ministry of Training, Colleges and Universities (MTCU) offices based on the location of the training.

How does the timing work and when can I start training?

In most cases, applications are approved within 2-4 weeks of application submission. You may start your training program immediately thereafter; you must ensure the training is delivered within one year of grant approval.
